Introduction:
We [Ad hoc Committee] have created a draft bylaw [which needs to be reviewed and accepted by the upcoming duly elected committee for NANMA] in which the association committee election procedure is included as ‘Article 10 – Election Process and Rules’.
To form an endorsed elected committee, ‘election process and rules need to be defined, so we [current ad hoc committee] reviewed the draft for ‘article 10 – election process and rules’ and confirmed the following guidelines/procedures.
General Rules:
- The total strength of the committee: 15
▪ The committee should have a minimum of 5 women members - Election process: there shouldn’t be any ballot. Instead, voters [eligible association members] should get the option to nominate candidates
▪ Eligible voters: all registered association members >=18 years of age
▪ Total nominations allowed for a voter: 3
▪ Apart from nominating 3 candidates, voter can do a self-nomination also [in that case total nominations allowed for a voter would be 4]
▪ One of the nominations should be a woman candidate
▪ If a voter wants to nominate a candidate, the voter should have an understanding [confirmation] that the mentioned candidate is interested to be nominated - The existing committee should publish the current working committee and structure [so that each voter have an idea of the current structure and members of the committee]
- Preferred that voting percentage should be >50% to announce the election results official & valid
- An election committee should be formed [with representation from the community; for details please refer the section and google form below] and they are responsible for :
▪ Election date
▪ Publicity
▪ Select the platforms/technologies for an easy option for voters to nominate candidates
▪ Other required activities related to committee election - No more than one member from a registered NANMA family (Article 1B) should be the part of executive committee election or can be elected to executive committee due to any exceptional reasons
- If election committee has not received 15 required candidate nominations during election process, they can declare a formal committee with an odd number count of executive committee members, which at least has 12 or more nominated candidates.
Executive Committee Establishment
- The duly elected committee, then select/elect [again via nomination in the first official committee meeting] the office bearers [president, vice president, secretary, joint secretary & treasurer]
- Announce the office bearers list officially to NANMA association
Most Callouts and Resolutions:
- Illustrate nominations: nominated candidates would be visible. The corresponding voter should be hidden
- Amend nomination: should not be allowed. Submitted nomination should be final
- Strength of nominated candidates:
▪ Greater than 15: election committee will be selecting candidates with more nominations [ranking from 1- 15]
▪ Less than 15: election committee will be reaching out to association for more participation in the election process to fulfill the gap - Exceptions: election committee will be reaching out to association and adopt the final decision
